Try Photoshop Elements about £100 and does 90% of what the bigger version does, great reduction software for reducing to web standard and size

Search for 'Microsoft Powertoys Image Resizer' - the original no longer exists, but there are now clones available elsewhere.

Integrates with Windows so that a box opens from a right-click on the filename in your folder. Works on batches, as long as the originals are all in the same proportions (e.g. 800x600 to 640x480, 800 square to 400 square, etc.) or you can do a simple bit of maths to work out what sizes to enter as 'custom'.

Also recommended, Smush-it™ - an online tool to optimise images for the web in batches.
