Paypal IPN's failing after move to new server

We've just moved a store over to a new server and are getting all orders placed via Paypal put into PSP Pending.
The error.err file states these errors:
    Code:
Program = ORDERSCR, Program version = 41694 , HTTP Server = Apache, Return code = 999, Date and Time = 2017/11/03 11:16, Internal Errors = CallPlugInScript, report: Read error

Program = ORDERSCR, Program version = 41694 , HTTP Server = Apache , Return code = 999, Date and Time = 2017/11/03 11:16, Internal Errors = Error executing the on-line credit card plug-in script. Read error
Site is running SD v16.0.1 has been purged and refreshed since new server.

We've enabled PDT (Payment Delivery Transfer) in Paypal and put the token into Paypal setting in SD

No matter what we try though all Paypal order IPN's are failing with these errors (internal server error or trying to process the file)

    Code:
    173.0.81.1 - - [03/Nov/2017:10:22:46 +0000] "POST /cgi-bin/os000008.pl?SEQUENCE=3&ACTION=AUTHORIZE_900&CARTID=xxxxxxxxxxxxxxxxxx&ON=CHxxxxxxx911&TM=0&AM=473&ACT_POSTPROCESS=1& HTTP/1.0" 500 419 "-" "PayPal IPN ( https://www.paypal.com/ipn )"
    Any help appreciated!
    Thanks

I haven't used PDT but I assume you've followed the setup steps outlined here:

    http://community.sellerdeck.com/showthread.php?t=56694

Also your error sounds like this one:

    http://community.sellerdeck.com/showthread.php?t=56794

which has some more details and then points to the setup post.

      Thanks for the pointers Mike

Those posts were what we followed to enable PDT but it doesn't seem to be making any difference to the 'Internal Server Error' that the postback experiences when trying to access the file to send the data back to SD following a successful transaction
      Thanks
