Make filtering the default view improved usability and URLs

Request to have improved filtered pages when the setting is "make filtering the default view" 1) pages previewed in the software and 2) URLs changed from dynamic links to retain static links.

Version 2013 changes pages to a cgi-bin link, a problem for search engine listings, including Google crawling the old page and not being able to index content, visitors not redirected, website owners needing to update links and possible loss of page rank. You can see the full details and fix here.

Please let it be PHP / MYSQL instead of the horrendous mix of Perl, .CAT files (massive Perl data hashes), JavaScript, AJAX, helper text, etc.
