Coupon Code against Sample

Could some please let me know if this is possible. I've read some of the other threads regards Coupon codes but cant find an answer.

I would like to issue a single use coupon code for anybody that orders a sample from us as we are now charging to cover the P&P but would like to refund this if they then make an order with us.

I have set up a product called sample but cant see how to assign a coupon code against it once it has been ordered.
