checkout keeps going round in circles

Help! My checkout keeps going round in circles.

I can add to basket, go to checkout, i select my country and click checkout, then fill in my address, then when i click next, it takes me back to select country.

I have tried toggling "request country location early", but it doesn't seem to do anything.

Anyone got any ideas??
