actinic sage line 50 'comctl32.ocx' error

When trying to use the Actinic link for sage 50, my customer is getting an error
Component 'comctl32.ocx' or one of its dependencies is not corectly registered, the file may be missing or invalid.

They are using sage 2008 and actinic V7.0.7]

they are on Vista and have the Vista V7 update.
