Determining an owner of an IP address

I'm trying to help a client check-up on a possible fraudster.

Can someone tell me where I can find out the owner of a particular IP address please?

You might want to try: http://amail.co.uk/youget.htm

About 3 quarters down the page you will see a URL input.

Type the domain name or IP address and it will trace the route and provider owner details...
