I'm sure the law used to state that you cannot say anything bad in a reference which made the whole reference idea complete blx. To get across that somebody was crap, you instead write a letter declining to supply one, which was slowly understood over the years to mean stay away from this numpty. More PC crap has added to the mix since i was last involved no doubt.
