0970 Phone Numbers

Are 0970 numbers premium rate?

My search skills have failed to find the answer

All 09xxx numbers are premium rate.
I searched and found 0973 Orange PCS, 0976 Orange PCS and 09797 Jersey.

In that case, what about this for a cheeky email just recieved;

hi, I've got a party 2mr and want a costume in the 60's or 70's. I would like to come to ur shop but i checked ur address on TFL and it didn't recognise it. I would be off to work now and i would not get an access to a computer there. If you would be kind enough to call me on 0970xxxxx98 and give details on how to get to ur shop. I would be coming from Hainault Station and would like to come in today.
What time do you close and do you open on saturdays?

Maybe they typed 0970... instread of - 0790..

yeah, looks like a typo to me too. Might have been 0870. As far as I can tell 0970 numbers haven't been issued.

Interestingly (at least to me) I saw that OFTEL decided in July that 0870 numbers will not be charged at more than than the normal landline charges from February 2008. I must have missed that during the holidays.
