I am looking for someone to remake a site I have running actinic , basically I want a new look to it all so a new template is what I need making

which site is it?
If it's your linked one, it may be wise to mention here that it is currently V7 and make clear whether you are planning to upgrade or looking for a redesign in V7 because this will narrow down the people who contact you, significantly.

I will upgrade it if thats easier , do I have to buy a new license to upgrade ?

I've not done the upgrade myself, but I think the general rule of them is to redesign your site from scratch and import your products

But yea, people should really start using that site more.

It would probably be cheaper to upgrade and design in v9 compared to designing in v7 .... v7 is very awkward to code in any speed plus you would have all the marketing benefits of v9
