There is no 'auto detect' though, at least as far as I can see.

Have to say it seems odd there isn't given the server knows the right time and if day light saving is in effect or not.

Vbulletin controls it manually and separately for logged in users and guests. System wide setting for guests with logged in users setting it in their own profiles (so I guess they can have their own local time)
