Do they have more than one machine?
In many cases, it appears that designers/hosts get into hosting and don't have even a vaguest clue about running their servers... there are examples ALL OVER THE PLACE...
I wouldn't trust someone running a single dedicated cpanel server - but that's just *MY* opinion.
On a side note - a UK hosting client should also EXPECT to pay more than a US hosted one - bandwidth charges in the UK are massively more expensive than can be obtained in the USA.
