Tax Summary Report doesn't take discounts into account

Create a new order, open the order dialog up to edit it, add a discount of 50% and close the order to save the changes. Complete the order. Run the tax summary report and you will see that the report include sales value and tax at 100% for this order, the 50% discount is ignored.
