Bug: User Variables on Fragments within Sections cannot be exported or imported.

As per the title. User Variables on Fragments within Sections cannot be exported or imported via File / Export (or Import). Export invariably leaves the appropriate entry containing __UseParent__ and importing a value in place of __UseParent__ doesn't set the Variable.

User Variables within Fragments on Brochure pages work as expected. These are quite different beasts as they use a BrochureFragment entry instead of the Product one needed for Fragments within Sections.

Tested on V11.0.2 and 11.0.3Beta using User Variables of type Text..
