In Business Setting, Ordering Tab, there is a check box to" ENABLE REPEAT ORDERS FOR CUSTOMER ACCOUNTS"
Isn't this what we are talking about?
If not, what is it refering to?

I think that simply allows the customers account to be used over and over without re-approval... you would use this in conjunction with your request to store and present what they have wish-listed or even purchased previously.
