Meaningful message when tax zone not set up, please!

Could Actinic PLEASE throw up an error when a country is added as a shipping destination but has no tax zone set up?

Clearly it doesn't like it but it shows up as a completely meaningless error message in the cart/checkout with no clue as to the actual cause.
