Conditions placed on Payment Method

I offer payment via Proforma Invoice in addition to card payment.

I also offer free shipping for EU customers.

It is not economically viable to offer both together. The cost of processing inbound wire payments is high.

I want to be able to restrict Free Shipping to card payments only. It would be great if this option can be added.

Also, I would prefer to allow Proforma Invoice payments for orders over a certain value.
