This is because the destination directory that the software attempts to load to contains no files. Uploading a file manually into this directory enables the software to continue.

On Cobalt Raq servers this can happen when the FTP login takes you to a completely different part of the server to where your web site is located.
To correct this error, use the full server path to the cgi-bin in the 'Path to CGI-BIN' field (under 'Server Host'). For example:
/home/web11049/website/cgi/
