I've written an add-on that does just that. Here are some notes from the ReadMe:

This patch adds a Layout item that is capable of displaying a order cutoff countdown timer and estimated delivery date.
You can display e.g:

Want it by Fri, 15 Jan
Order within 2 hr 20 min 6 sec


You can choose from a range of cutoff times per product to allow for products that need extra preparation for shipping.

The days of the week that you can ship on can be defined. Likewise the days that delivery can be made on.
Up to 20 holidays where you cannot ship can be defined. Likewise for holidays that delivery cannot be made on.

It may need some customisation to suit individual website's requirements. Email for details.
