can't upload base files

been through all the "possible errors". File nq00001.pl won't upload.
Was in IE 10, tried Chrome, no change.
Went back to SellerDeck 2013, now has same problem
Exported site to another computer, uploaded OK, but not practical, server functioning OK.
A setting on this computer?
running out of ideas now...... getting depressed.

Try doing a network test. Web / Network Setup / Test and report in detail what responses you get.

Seller Deck helped me out - Passive FTP transfer has to be UNticked, (not the advice from my Hosts) great help.
