Displaying 1 fragment across and 3 products across on same page

I currently have 3 sections across on the section link pages and I have products set to 3 so when you set any of the filters they will display as 3 across. The only problem with this is it controls the fragments across so I only get 1 long narrow column of fragments rather than it filling the width. The fragment quantity seems to take the same rule as product quantity.

I have changed this in settings - layout but makes no difference.

Just contacted support and they can't help me!
