What determines mail layout order?

I've just gone through our desktop order mail layouts updating & tidying them up. In "Manage Layouts" the layouts are ordered in alpha numeric, so some additional characters were added to the layout names to get then into a logical & more friendly order.

Now that that's all been done, when the layout drop down box is used layouts are still in some sort of random order that doesn't appear to be determined by alpha, numeric or character count - anyone any idea where these can be juggled about to appear as desired?

I remember doing something similar in :

Library > Email Inner Layouts > [ones with the circular icon, with arrow inside] > Values Tab : Right hand side shows "Layouts Offered By This Selector" = Order that it shows
