Why are SD filters so random?

We have moved to 2016 from 2014, but had similar issues in 2014.

We have filters set up the same on different pages some work some dont.

The filter is set to not show Zero returns but it shows all brands and all types. But most of all simply doesnt work!!!!

The randomness of filters is really making it hard work to use, any help appreciated

I have just discovered from SD support this is a bug!! You cannot filter duplicate products, I cant find anything about that in the user guides??

So now I need to create a variable to include products in the section, unless anyone has a bteer suggestion of how to have essentially a sale that can be filtered?
