Digital Download not being sent when payment on account.

I have a large website that works when using the paypal payments button.

I have tried adding a payment on account button that allows registered users to purchase our goods, but it will not send the digital download email. Am I missing something?

How did you add a payment on account button?

If you add 'Payment on Account' as a payment method in Business Settings | Payment and Security, the digital download link is included in the receipt page and email if that payment method is selected in the checkout.
