state missing in orders

Hi
Even though "SELECT STATE/PROVINCE IF APPLICABLE" is set to required, If the state field is left at "SELECT STATE/PROVINCE IF APPLICABLE", the order can go through without a state selected.

This can be tested at
www.baypressservices.com
Enter a dummy order as if you are in the U.S.

Any ideas?
