Hmm, no, you're right. I think the toolbar only works with variables - not with layouts

It is a variable, but a variable for a layout which is why I was so surprised to find it had formatting that appears within the Layout in the variable. i.e. the full thing is
<actinic:variable formatting="div,style|logo" name="LogoLayout" /> which creates an HTML <div> ... </div> inside the layout.

Ah well. They say learning is good for the brain (or something like that) so I mustn't grumble too much.
