Actinic 10 - Actinic Payments Issue

Just upgraded a client website to version 9 to 10. Client using Actinic 10 payment for first time. All info added and site refesh completed, yet we get the following error message on trying to confirm order:

Is the hosting or Actinic payment issue?

I had trouble with HTML/Entities.pm a little while ago. I was hosting with Freeola's free web hosting. Turns out that their servers did not have the required scripting to run Actinic Payments. I upgraded to their paid for service and all is well.
