How to set up additional product options

Can anyone tell me if it is possible to do the following within Actinic (either with separate products or product options)

When a buyer orders a T-Shirt - they have the option to order a logo
1. set up fee £35 per product - applied once per product and FREE if more than 30 of the single product is odered

2. IF the logo is ordered there are 4 choices of type each with a different price - each prices applies times the quantity ordered

So if 20 T-shirts (single product) ordered set up = £35 plus 20 * £2 = product cost plus £75

if 40 T-shirts (single product) ordered set up = FREE plus 40 * £2 = product cost plus £80

I can do the options OK but cannot see a way of
a) ensuring the setup is included if a logo type is selected
b) set up is added once whilst choices are * qty
c)making setup free if more than 30 ordered

Any help or advice will be very gratefully received!!

Do you have the business version of the software? you will need that to do the discounts/price schedules.

No - we Just have the catalog version at present

How much would be possible with catalogue?

I know i can do the individual additional cost per item

Is there anyway of adding on a single charge for the setup if the select the additional? (without it adding on multiplied by the quantity)
