Default Quantity Zero

I have a few products that have a default quantity of zero. I want the quantity to be 1 but don't seem to be able to change it.
I have checked:
Product details and this is set to minimum qty 1
I then forced business settings to order quantity always 1
neither of these work.

The quantity field area has 4 different parts to it, one of those areas is used dependent on settings. As you only want to use this on a few products and not globally, you'll need to look at those 4 areas (bottom one is your requirement) and create a product layout that uses that (other 3 areas deleted) and sets the default quantity at 1. Select the design tab, click on a quantity field and have a mooch, it's commented to help you understand it.

Should it be this difficult? The product is getting a zero value from somewhere but I don't know where from.

Check the Shopping Mode for the page that product is in.

Pages that work are using mode Quantity in Shopping Cart.

Perhaps you're using Quantity on Product Page but your product layout has had the quantity code removed.

still a bit strange, all products were using the parent setting, I have selected Quantity In shopping cart for the problem products and they are adding to the cart correctly now.
