I cant find Serbia on the list of destinations for shipping... just about every other country known to man is there including Niue, The Northern Mariana Islands and Tajikistan...but no Serbia?

Serbia has been an independant republic since 2005.. I would have though that was long enough to make it onto the actinic list..
Yugoslavia ceased to exist in 1991 and is still on the actinic list of countries in v10..

The Socialist Republic of Yugoslavia was dissolved in 1992, but the Federal Republic, the union of Serbia and Montenegro, existed until Montenegro declared independence in June 2006.
I agree that still leaves us a long way behind the curve, though - sorry for the omission. We will be updating the Countries list with this and some other political changes in Version 11.
In the meantime you can manually add Serbia (Code RS) and Montenegro (ME) to the list.
If you want to fully update your list, these are all the changes we will be implementing, based on the International Standards Organisation list:
DELETE Yugoslavia
DELETE Netherlands Antilles
ADD Bonaire, St Eustatius and Saba (BQ)
ADD Curacao (CW)
ADD Montenegro (ME)
ADD Saint Barthelemy (BL)
ADD Saint Martin (French) (MF)
ADD Serbia (RS)
ADD St Maarten (Dutch) (SX)
RENAME Zaire to Congo, Democratic Republic (CD)
RENAME St. Helena to Saint Helena, Ascencion & Tristan D C (SH)
RENAME East Timor to Timor-Leste, (TL)
Also, to fix a couple of inconsistencies in the alphabetical order:
RENAME St. Pierre and Miquelon to Saint Pierre & Miquelon
RENAME S. Georgia and S. Sandwich Isls.
