Sub Section Layout Problem

For some reason, on all my pages the first sub section appears on a line by itsself. I have checked the design layout library and as far as I can see I have not modified any layouts that would affect subsections.

Give me a hint where should I be looking. You can see an example of the problem here,

Take a look at the settings for the Section. On the Layout tab you will see a setting for 'Column Count For First Row of Section Lists'
