links in help file not working

My Client is using Actinic 10 on a windows vista computer and the actinic help files arent working properly.. None of the links within the help file work.
On starting the help a message appears 'An ActiveX control on this page might be unsafe.. ' clicking 'run anyway' opens the help page ok.. but none of the links within the help file work... Clicking them does nothing..
Right clicking on the links shows the properties to be javascript..
I cant work out why his computer isnt allowing the links to work..

Has anyone seen this before?

if anyone else has this problem.. seems it might be due to a bug.. a windows security update that breaks microsoft CHM help.. (HTML Help) at least I think thats what the problem is..
