Payment method not showing for offline orders

I am trying to add an offline order from an area that has been limited to only accept PayPal, due to a customers problems completing online, reason unknown. I have had orders from him before with no problem, but on an earlier version.
Actinic catlog v10 only shows, 'Credit Card' and 'Credit Card details sent separately.'
How can I get catalog to show PayPal as a payment method. It is set to 'limited by location' in the online setup and it works fine there.

Go to the payment settings and make sure the tickbox on that method is ticked to allow it for offline orders, not just online.
