How to get a full width top row with columns below on the Home page

Hi I can't seem to find this in a search.

I would like a full width top fragment on my home page and then a grid of frgments below. This is fairly easy in Sections but the home page has far less options under Layout.

Oh yes - it also need to be easy to impliment :-)

I am surprised the home page doesnt have this capability out of the box.
