Each time you download orders by manually clicking the retrieve orders option this will sync stock if that is what you are referring to (if the option of online stock is enabled).

If it is online stock you can use 'Update Online Stock' from the Web menu.

I do not think so, I seem to recall during testing that I user accounts and status were only updated during auto sync
