V11 Free Postage with a coupon

I have a requirement to offer free postage with the use of a coupon.
Does anyone know if this is possible.

What I am trying to achieve is that we currently have two sets of customers our site and Ebay. I want to make the price on my site slightly cheaper than ebay for my ebay customers so I can avoid the ebay fees. But at the same time not reduce the price for my normal customers. Who normally buy from our site.
