Order Synchronisation

I've set up our site to upload the order status every 20 minutes.

However, whenever I close Actinic (to compact the database for example) the auto sync won't state again until the 'Starting Time' in Business Settings > Synchronisation.

Am I missing something simple here or is this by design?!
