Discounts involving two groups

I am trying to set up a cart contents discount - 50% discount off products in Group B (reward) if spending £20 on products in Group A (trigger). However, when I try to select Group B in the drop down to select the reward group, only the Group A is there to select. How do I get Group B to appear in the list?

I had several goes at this and couldn't see anything wrong. Then I started again, set up exactly the same, but this time the correct group came up in the list. Very strange. It was as if it takes time for the software to acknowledge the existence of groups created.
