Shipping/Handling Supplement Based On Order Value

We have a wholesale site where currently there is a minimum order value. I'd like to replace this with a supplement so that any value order can be placed, but orders less than a specified value would incur a supplemental charge, which is a percentage of the order value.

For example, we set a specified value of £75, under which there is a 10% surcharge. If a customer orders £40 of stock they will be charged a £4 supplement. Is this possible?

I would think that you could do this using an order level discount.
