Delivery address always shown in checkout page

I have upgraded a V8 site to V11 and am having a problem with the first checkout page, I have the layout where the invoice and delivery address are next to each other with the button to specify separate address but the delivery address is always shown even when the separate delivery address is not ticked. This only happens in Chrome, it is fine in IE.

I have looked through community and made sure that scripts are up to date and I have reset the design objects for that field in the design library but it still doesn't work.

Can anyone give me any pointers?

Have you tried clearing the cache?.
