I'm adding <Actinic:Variable Name="ParentSectionListTop"/> into my DW page, insert actinic content, advanced tab.

It shows in the preview within actinic (ie page preview tab), but not when I preview in a browser (offline preview icon)

Are you definitely looking at a section page? It won't appear on the store front page or on a brochure page.
