Placing of Fragments

I’m trying to get a fragment to appear above a couple of subsections. For Instance:


Online Catalogue
Section 1

Sub Section

Fragment

Sub Section

Sub Section

However, when I attempt to drag the fragment into position it will only let me do this:

Sub-Section

Sub Section

Fragment

I’m sure I used to be able to drag the fragment to the desired position as I have other sections appearing as they should.

Is it just me being stupid here?

For the sections within which you wish to have the Fragment display on the top, you will need to Click on the 'Layout' tab scroll down to Section and against 'Top Sub Section List Layout' use the dropdown to select 'No Layout' this will bring the fragment to the top of the list in the display/ preview. If you want this to happen all over the site, you need to do it in 'Settings | Site Options | Layouts | Sections | Top Sub Section List Layout', use the drop down to select 'No Layout'.
