Need solution to complex shipping requirement

I have a client that sells eco-friendly house insulation and other bulky products.
He needs to use a postcode based shipping cost model.
User enters postcode and the relevent shipping charge is applied.
Important because the charges can vary from £20 to £200 or more.
Can anybody please point me in the right direction for a solution?

I guess he needs to create a set of 'Countries' where each is a post code range. He can then assign a unique shipping charge for each Country/postcode.
