undeletable multiple fragments in a template page?

Is it possible to create a template page that contains multiple fragments (almost hardcoded) that allows the user to fill in the missing details BUT prevents them from actually deleting the fragments?

reason.
I have many products with similar fragments

• General Details
• Features
• Technical Details
• Other Notes

and clearly I want to keep the titles, but just get the user to fill in the missing boxes.
