Creating referal or affiliate program to track order source

In V4 there was a programming option to modify a template called referer.pl that would enable us to track where the partner sites that generated orders were coming from. It was very helpful to measure marketing efforts as we could tell which sites brought us the most activity.

Is there a similar funtion in V8 or the ability to set up an affiliate program that would provide this same information. I have been evaluating the software and this is what would determine if I would make a purchase or not.

Yes, this is possible in V8 as well. The workaround for this is given in the Advanced Users Guide for V8, typically on Page 94. You can download the latest version from here.
