Designing own pages

Sorry if this question has been asked before, did as asked and scoured sources recommended. Can you design your own pages in actinic? Do not wish to use any design templates?

please advise where to find more assistance with this matter

The best way to design your own templates, which is what I assume you mean, is to use Dreamweaver - Actinic is not really a design package although the design pannel could be used if you are good with html/css.
