I Want divider line underneath product instead of just one divider at the end of each page.

This is what I have

Anyone know how do I do this ?

There are a couple of ways - both in the layout for the products...

1. simply use <hr /> to create a line - this can be styled using CSS
2. add the line as an image

option 1 is preferable as you can change the colour and width etc in the stylesheet.

There are standard layouts incorpating horizontal dividers you can use or take a peek at to see how it is achieved

So do I go into the product line template ?

Where do I edit the css ?

Have a read of the manual and help within actinic so that you can grasp the reason for the "design" tab. Once understood you will be able to do anything you want.
