Desgin Tab problem

Can anyone help please? I can't see the design sheet when I click on the design tab . The 'Design changes' option is selected in Business Settings options. Also the 'Design Tree', 'Layout Code' options are greyed out under the Window tab. This seems really strange. Any ideas please?
