change charset to charset=utf-8

Hi there,
I need to change the charset to utf-8 in an upgrade to Version 8 but cannot find where to change it, version 7 allowed me to change it in the primary template - how do I access this now please.

On the design tab, ensure that you have the top node selected in the design tree, and then look at the first lines of code in the Layout Code window.
