shipping set up help please

Hi, I am a bit stuck with my shipping!
I want to set up shipping as follows but cant work it out. Value based shipping

option 1: free delivery in central Bristol only on all orders over £12, below £12 charged at £4.95

option 2: Delivery is £4.95 for all other UK mainland addresses

This site is specific to central Bristol so we want to ban orders to Ireland, highlands, isle of man etc as we have a separate site for those.

Is there a way to do away with the select country box on stage one of the checkout as we don't have a choice of country's?

In "Locations" you can set up different areas ... these are typically Countries but there is no reason why you can not set them as "central Bristol", Scotland, Wales, Rest of England etc. then set your shipping grid prices accordingly
